Company Executives

   Dr. Osman Bülent Tör
- CEO
Doç. Dr. Osman Bülent Tör received his B.S., M.S., and Ph.D. degrees in Electrical and Electronics Engineering from Middle East Technical University (METU), Ankara, Türkiye, in 1998, 2001, and 2008, respectively. He was a visiting scholar in Electrical and Computer Engineering of Illinois Institute of Technology (IIT), Chicago, IL, USA between Sep. 2004 – Aug. 2005. He received his Assoc. Prof. (Doç.) degree in Electrical and Electronics Engineering from Inter-University Council of Türkiye in 2020. He was part-time lecturer at METU, Ankara, Türkiye between 2011-2014 and opened Power System Planning and Stability and Dynamics of Power Systems courses (graduate) at that period. He also opened Power System Distribution-I&II courses (under-grad) as part-time lecturer at TOBB Economy and Technology University, Ankara, Türkiye between 2011-2013. He is the author of several journal and conference papers in the power system area and served as the editor of the IEEE Transactions on Power Systems Journal during 2011-2013, specializing in power system planning area. With 25+ years of experience in the electrical power sector, he has managed several national and international projects in the power systems area for public and private clients in the following area; electric market modeling, power grid modeling and analysis (static & dynamic), SCUC analysis, ancillary services in power markets, integrating renewable energy sources into grids, flexibility of power systems, stability and dynamics of power systems, and optimization techniques in power systems. He currently serves as the CEO and partner of EPRA Energy since 2012. Before this position, he led the Power Systems Analysis and Planning Department of TÜBİTAK-MAM-Energy Institute Ankara, serving as a chief R&D engineer (power systems) for 12 years.
   Mahmut Erkut Cebeci
- CTO
Mahmut Erkut Cebeci earned his B.S. and M.S. degrees in Electrical and Electronics Engineering from Middle East Technical University (METU), Ankara, Türkiye, in 2005 and 2008, respectively. He has over 15 years of experience in the electrical power sector, specializing in power systems modeling, simulations, and technical analysis of power transmission and distribution grids. As the current Chief Technology Officer (CTO) of EPRA, he joined the company in April 2014 after serving as the head of the Power Systems Analyses and Planning Department of TÜBİTAK MAM-Ankara for nine years. Mr. Cebeci has been involved in several international projects, including the operation and planning of power systems, grid integration of renewable energy sources, the flexibility of power systems, stability and dynamics of power systems, frequency, and voltage control systems, automatic generation control (AGC) systems, and optimization techniques in power systems. He has strong DigSilent PowerFactory and MATLAB / Simulink modeling and analysis skills. He has developed several Python script algorithms that integrate with DigSilent PowerFactory for the optimization of modeling and grid analyses.
   Dr. Saeed Teimourzadeh

Dr. Saeed Teimourzadeh is the R&D Director at Electric Power Research and Analysis (EPRA) in Ankara, Türkiye. He earned his Ph.D. in power electrical engineering from the School of Electrical and Computer Engineering at the University of Tehran, Iran, in 2018. He also worked as a Research Associate with the Electrical and Computer Engineering Department at the Illinois Institute of Technology (IIT), Chicago, IL, USA, from 2016 to 2017. Dr. Teimourzadeh has extensive experience in managing international and local R&D projects and has been involved in several projects for generation, transmission, and distribution companies. His research background includes renewable generation technologies, modeling and simulation of power systems and power markets, flexibility measures for power systems, stability and dynamics of power systems, and developing scripts for power system analysis software including DigSilent PowerFactory. He is the editor for the Journal of Modern Power Systems and Clean Energy and has published several journal and conference papers in highly-ranked journals and magazines. Additionally, he possesses strong skills in using PSCAD/EMTD, EMTP, and MATLAB/Simulink.
   Dr. Merden Yeşil

Dr. Merden Yeşil is an expert in electrical power systems with over 17 years of experience. He received his Bachelor’s degree in Electrical and Electronics Engineering from Istanbul University in 2007 and completed his Master’s degree at Gazi University in 2018, focusing on high-voltage direct current (HVDC) systems. In 2024, he successfully completed his PhD, which centered on frequency stability and frequency control in power systems. His areas of expertise include power system operations, optimal power flow planning, frequency control, static and dynamic modeling and simulation of power systems, electricity markets and regulations, system stability and adequacy, n and n-1 reliability analyses, renewable energy integration, and battery feasibility studies. Dr. Yeşil worked for 12 years at Turkey’s Transmission System Operator (TEİAŞ) in various engineering and leadership roles. During his time at TEİAŞ, he served as an operations shift engineer for 2 years at the Regional Load Dispatch Center and then for 8 years at the National Load Dispatch Center, where he held roles as operations chief engineer and senior engineer in the Transmission Operations Department. He also worked as a senior engineer in the Balancing and Ancillary Services Department. From 2021 to 2023, Dr. Yeşil served as the R&D Manager at TEİAŞ. He joined the EPRA team as Director of Power Systems in March 2023.
   Hüseyin Oğuz
- Director | Power Distribution Systems
Hüseyin Oğuz received his B.Sc. degree in Electrical and Electronics Engineering from Middle East Technical University in 2013. He joined EPRA Energy as a research engineer in 2015, after working at EMEK Elektrik Endüstrisi A.Ş. for two years as an electrical electronics engineer. He has more than 10 years of experience in the field of electrical distribution systems specializing in grid modeling and analysis, grid operation and planning, and protection coordination analysis. Hüseyin Oğuz is advanced level user of DIgSILENT PowerFactory and Python. He has developed several scripts and optimization algorithms for grid modelling purposes. He has strong experience in developing algorithms for integration of DIgSILENT PowerFactory with Geographic Information Systems (GIS), Demand Profile Records (DPR) and fault statistics data. He has also experienced in distribution network analyses (including load flow, short circuit, open-tie point optimization, reliability, protection coordination, and grid hosting capacity), demand forecast, and master plan projects. As of 2024, he works as Power Distribution Systems Director at EPRA Energy.
